Team Lead, Surface Land Administration

Reporting to the Negotiating Land Manager, the Team Lead, Surface Land Administration will have a strong working knowledge of the industry, regulations and various relevant Acts and Agreements. The successful candidate will be a Subject Matter Expert in all areas of Surface Administration, with experience in the development and implementation of processes, and previous experience supervising administrative staff of all levels.

Responsibilities include, but are not limited to:

  • File maintenance, including ensuring all Surface files are complete, accurate and follow corporate guidelines
  • Creation, review and implementation of policy and procedures, ensuring data integrity of all Surface Land files
  • Preparing general correspondence and coordinating between Business Units, Surface Land, and third party brokers
  • Project tracking and reporting
  • Examining, issuing and processing road use agreements and third party crossing/encroachment consents/agreements, including fee reviews and updates
  • Preparing and submitting applications for surface land tenure
  • Knowledge and experience in the application of all legal instruments related to surface dispositions
  • Preparing documents and correspondence necessary for surface acquisition, stakeholder communication and project applications; preparing and verifying the completeness of surface land audit packages
  • Oversee issuing and requesting third-party agreements for new projects
  • Preparing and reviewing Crown transfers, caveats and assignment of leases
  • Generating and reviewing obligations, expiry and rental calendars
  • Coding surface lease acquisition, rental invoices and third party invoices for payment
  • Paying initial considerations, rentals and fees, and handling rent reviews
  • Providing support and taking direction from Surface Landman as necessary
  • Supervision of consultants as required for Surface Land functions
  • Liaising with various regulatory bodies, Pengrowth staff and stakeholders to ensure that all concerns and needs are addressed and met
  • Supervision of senior, intermediate and junior Administrators in all matters relating to Surface Land
  • Working with the Acquisition and Divestment group regarding post-closing acquisition and divestiture requirements
  • Performing other related duties and special projects as assigned

Qualifications and Experience:

  • Diploma in Land Administration (or equivalent) and applied experience
  • At least 15 years of progressive surface land administrative experience working within BC, AB and SK regulatory regimes
  • Continuing coursework in administration/business, surface rights and land title systems
  • Project management experience required
  • Current Crown Applications experience required
  • Administrative oil sands experience would be considered an asset
  • At least five years of experience supervising Administrators in a Surface Land department
  • Proficient in the use of MS Word, Excel, CS Land, Accumap, Abadata, LSAS, Pandell and Spin II

The successful candidate will possess strong interpersonal and communication skills, and have an innate ability to connect with individuals at all levels of the organization, as well as external stakeholders. The ability to organize and prioritize while handling multiple tasks in a fast-paced and deadline-driven environment is required, as is the ability to work well both independently and as part of a team. Strong analytical and problem-solving skills are required, as well as the ability to manage workloads with minimal direction and supervision. This role requires an energetic individual with a strong focus on client relations and landowner service.
